Essence
Fedir Shcherbyna (1849–1936) was a statistician and historian of the Kuban region who taught in Ukrainian émigré universities in Czechoslovakia. He served as rector of the Ukrainian Free University in Prague in 1924–1925 and taught statistics at the Ukrainian Economic Academy in Poděbrady. Initially buried at Prague’s Olšany Cemetery, his remains were transferred to Krasnodar in 2008. Most sources give 28 October 1936 as the date of death (only ESU gives 28 November); sources differ on the start of his Poděbrady teaching (1922 or 1923).

Identity and the historical problem
Fedir Andriiovych Shcherbyna (1849–1936) was a researcher in social statistics, the history of the Kuban and Cossack life, a public figure and a teacher at Ukrainian émigré institutions in Czechoslovakia. For this project, he matters as a figure at the intersection of three traditions: statistical scholarship in the late Russian Empire, Kuban Cossack self-government and Ukrainian university life in Prague and Poděbrady. EIU (Encyclopedia of the History of Ukraine) explicitly gives the birth calendar pair 13/25 February 1849, whereas ESU (Encyclopedia of Modern Ukraine) and IEU (Internet Encyclopedia of Ukraine) give 13 February. The sources genuinely disagree about his death: ESU — 28 November 1936; EIU and IEU — 28 October. The library page FS05 that was read also gives October. The birth difference of 13/25 and the conflicting death month are separate questions, rather than one calendar conversion. Conflicting calendar dates must not be turned into a single “exact” record without confirmation from a parish or civil record. [FS01; FS02; FS05; FS08]
Canonical R0006 identifies a person, rather than a memorial, society, archive or his transferred remains bearing the same name. His place of residence, first burial, present reinterment and the respective politics of memory must be kept separate. [FS02; FS04]
The Kuban period and the development of a scholarly method
He came from the stanitsa of Novodereviankivska. He studied at the Petrovsky Agricultural Academy and Novorossiisk University in Odesa, developing an approach based on surveys, statistical descriptions of households and comparisons of local conditions. His mature work combined research into landholding, social structure and budgets with the history of military settlements. This explains why, after emigrating, he taught not only “Cossack history” but also statistics as a full discipline. [FS01; FS02]
Early-20th-century scholarly texts need to be read alongside their methodological limitations: the social categories and political language of the time differ from those of today. Biographical encyclopaedias describe his editorial work on multivolume statistical materials concerning steppe regions. The website could show how a statistical table became an argument about land, community and power. [FS01; FS06]
Political and civic activities before emigration
ESU confirms his election to the second State Duma in 1907 and participation in the Kuban Legislative Rada in 1917–1920. These were different political institutions and constitutional periods; they must not be combined in a universal “deputy of Russia” relationship. The researcher participated in Cossack self-government, experienced the fall of the empire and revolutionary events, and found himself abroad in 1920. [FS01; FS02; FS06]
Political assessments of Shcherbyna's legacy differ considerably between Ukrainian, Kuban and Russian publications. The editors must separate documented offices from interpretations such as “Ukrainian public figure” or “Russian historian”: complex self-identifications and contexts should not be reduced to a single unambiguous present-day national label. [FS01; FS04; FS06]
Relocation and the Prague university setting
The Encyclopedia of the History of Ukraine dates his life in Prague from 1921, whereas other biographical accounts identify 1920 as the time of emigration; this is not necessarily a contradiction if departure and settlement occurred in different years. Shcherbyna taught at the Ukrainian Free University in 1922–1936 and, according to ESU, was its rector in 1924–1925. [FS01; FS02]
The university opened in Vienna in January 1921 and moved to Prague in the autumn of that year. The TsDAHO archival exhibition attests to documents concerning UFU programmes, governing bodies and teaching staff, but the existence of an exhibition does not mean that every folio mentioned in it has been inspected de visu. This context should be linked to the already researched R0102 as the institution's relocation event. [FS03; FS07]
Poděbrady and the Ukrainian Economic Academy
He taught statistics at the Ukrainian Economic Academy in Poděbrady. Encyclopaedia entries disagree about the starting year: ESU and IEU give 1922, whereas the Encyclopedia of the History of Ukraine gives 1923. [FS08] Until teaching staff lists and academic timetables have been checked, both dates should be retained as separate source_assertions. [FS01; FS02]
The website interface should show two concurrent workplaces: taught_at the UFU (Prague) and taught_at the UEA (Poděbrady), with different years and sources. Poděbrady is neither the place of death nor evidence of permanent residence; academic employment does not equal address registration. Questions about classrooms, teaching programmes and students' notes remain open. [FS01; FS02; FS03]
The Kuban community in Czechoslovakia
In Prague, Shcherbyna continued civic work among people from the Kuban. The Encyclopedia of the History of Ukraine identifies him as an organiser of the Society for the Study of Cossack Life and head of the Kuban Community in Czechoslovakia. Turning these organisations into UFU or UEA subdivisions would be wrong: one person's cooperation with several centres does not establish legal dependence between them. [FS02]
These associations provide useful material for a multilayered map of interwar emigration: Kuban compatriot associations, professional circles and archival initiatives operated alongside Ukrainian universities. Research requires statutes, meeting records, correspondence of names in Czech documents and the societies' own seals. Without these materials, the account is limited to Shcherbyna's documented participation. [FS02; FS03]
Works and historiographical genres
Key themes include the history of the Kuban Cossack Host, budget statistics and social relations in steppe regions. Book catalogues of the V. I. Vernadskyi National Library of Ukraine describe later reissues of works, but reissue in 2007 does not establish that this particular version of a text existed during the Prague period. The graph needs separate work and edition entities, with fields for original printing and reissue. [FS06]
His work can be presented as a “researcher's toolkit”: collected data, statistical methodology, historical narrative and the political use of conclusions. This critical approach does not erase the works' significance, but prevents the mechanical transfer of century-old categories into contemporary ethnopolitical debates. [FS01; FS06]
Death in Prague and the conflicting dates
ESU gives 28 November 1936, whereas the Encyclopedia of the History of Ukraine and IEU give 28 October; library entry FS05 also gives 28 October. This dossier's earlier attribution of November to EIU was an error, corrected after the article was read. This is not a division between “Ukrainian encyclopaedias” and “Russian libraries”, but a disagreement between particular authored sources. The date requires verification against an Orthodox parish register or an official death register in a Prague archive. It cannot be considered settled by voting two reference works against one: the independence of their sources is unknown. [FS01; FS02; FS05; FS08]
Most sources (EIU, IEU, library page FS05) and the Czech grave plaque inscription reported by Radio Svoboda give 28 October 1936; only ESU gives November. [FS11] If the website needs an exact date, only a document-verified value should be displayed; until then, “1936, Prague” can be shown with a link to an editorial note. Cataloguing must preserve both historical assertions, their origins and verification status. [FS01; FS05]
Olšany and the reinterment of 2008
The original burial was at Prague's Olšany Cemetery, in the crypt of the Orthodox church — this is stated in the republished text of the order dated 9 July 2008, No. 513-р, which was read. The official status of host krasnodar-gov.ru and authenticity of the original have not been established. The text plans organisation and funding, so does not establish that reinterment was carried out. EIU and the library page that was read report reinterment on 16 September 2008; educational material from the municipal education department repeats the date. These reports do not replace a transfer act and cemetery records. [FS02; FS04; FS05; FS10]
The historical memorial site in Prague must not be labelled with the current field is_buried_here=true. Separate time-dependent relationships historically_buried_at (1936–2008) and reinterred_at (2008–) are needed, along with a precise distinction between the cemetery plot, church interior and former crypt location. The positions of these points have not been established without a cemetery plan. [FS02; FS04]
Archives, contemporary memory and limitations
According to the Encyclopedia of the History of Ukraine, part of Shcherbyna's archive was transferred from Czechoslovakia in August 1973 and is held in Krasnodar Krai (fonds 764). This is an archival lead, rather than a claim that the complete fonds has been inspected. Ukrainian-language and Russian-language institutional memory also emphasise different parts of the biography, so museum text must clearly attribute assessments. [FS02; FS04]
A practical website narrative combines three maps: the Kuban before 1920, Ukrainian universities in Czechoslovakia in the 1920s–1930s, and the route of the remains after 2008. All routes must rely on documented cities, rather than invented intermediate addresses. Images and scans of archival files remain NOT_CLEARED. [FS01; FS02; FS04]
