Founding of the Ukrainian Economic Academy in Poděbrady (1922)

Створення Української господарської академії в Подєбрадах (1922) · Založení Ukrajinské hospodářské akademie v Poděbradech (1922) · 1922–1938

Essence

R0103 distinguishes stages in the 1922 foundation of the Ukrainian Economic Academy at Poděbrady. Historical studies describe 22 April as the practical commencement of activities; the Ukrainian Institute of National Memory identifies 28 April as the first academic-council meeting; and 16 May as the Czechoslovak agricultural ministry’s approval of the statutes. The academy developed technical, agricultural and economic studies for Ukrainian émigrés with support from Ukrainian civic organizers and Czechoslovak authorities. The Ukrainian state archive inventory for fonds 3795 identifies relevant documentation, but the individual files have not been examined. This event record remains distinct from the academy’s institutional entry R0035.

Foundation as a sequence of decisions

For R0103, the “foundation of the UEA” should be broken down into organisational preparation, the practical start of activities, the first academic council, formal approval of the statutes and the start of teaching. Sources give different dates because they are actually discussing different phases [A103-03; A103-04; A103-05]. The date in the entry's title must not result from selecting one of these facts at random. The institutional entry R0035 remains a separate unit.

Conditions behind Ukrainian technical education

After the events of 1917–1921, Ukrainian émigrés in Czechoslovakia needed not only humanitarian and political infrastructure but also opportunities to study agronomy, engineering and economics. This need is reflected in early projects of the Ukrainian Civic Committee, known through the TsDAHO archival publication [A103-01]. The initiative required teachers, funding and Czechoslovak administrative approval — three processes that developed on different timescales.

The role of Mykyta Shapoval and the Ukrainian Civic Committee

The archival exhibition publication identifies the Ukrainian Civic Committee in Czechoslovakia, headed by Mykyta Shapoval, as the UEA's initiator [A103-01]. An anniversary historical account mentions negotiations with specialists as early as the beginning of 1922 [A103-06]. These accounts must not be presented as inspected minutes of the Committee itself; correspondence, decisions on curricula and the names of those responsible for different departments are separately required.

22 and 28 April: two different stages

Some studies date the UEA's practical start to 22 April 1922 [A103-04; A103-08]. The Ukrainian Institute of National Memory associates 28 April with the first meeting of the academic council [A103-03]. The dossier retains both dates without assigning them the same label. The solution lies in obtaining original minutes from the UEA fonds and documenting their exact dates, rather than voting between websites.

16 May: official approval

Several independent historical accounts, including the anniversary text of 1942, date the Czechoslovak Ministry of Agriculture's decree approving the statutes to 16 May 1922 [A103-03; A103-05]. This is a more clearly documented legal and administrative milestone than the general word “creation”. The number of the particular archival copy and its signing have not been checked, so the CMS status remains EDITORIAL_REVIEW despite agreement among secondary sources.

22 June and the beginning of classes

An anniversary publication mentions the beginning of teaching on 22 June 1922 [A103-09], but the corresponding first timetable was not found in the archival inventories inspected. This date requires verification against student journals and rectorate orders. The beginning of administrative activities and the first lecture may fall on different days, a distinction relevant to both a museum caption and an automated timeline.

Teaching departments and the development of faculties

The TsDAHO archival exhibition describes three principal fields: agronomy and forestry, engineering, and economics and cooperatives [A103-01]. Initially the course lasted three years; following a change to the statutes in 1925, it lasted four. The 1925 structure therefore cannot be projected onto the foundation day in 1922 without qualification. In the data schema, faculties have start_date and source_set, rather than a single unchanging field.

Poděbrady as an educational setting

The choice of the spa town of Poděbrady formed part of the development of the Ukrainian technical centre. The existing corpus entry R0071 on Poděbrady Castle offers an attractive mapping opportunity, but the particular rooms used for the earliest classes and their periods of use have not been established. The new event therefore identifies the town as a geographical area, but has no entrance point or address. Earlier images of the castle are not automatically photographs of a 1922 meeting.

Archival provenance: fonds 3795

TsDAVO provides an inventory of fonds 3795, inventory 1 (1922–1938), containing materials of the senate, academic council, student lists and statutes [A103-02]. Only the public description was read in this round; no archival file or folio was inspected. Possible procedures are to identify catalogue file numbers dated April–June 1922, submit an archival request, check signatures and prepare a fact-checking record for each date.

Legacy and unacceptable legal shortcuts

TsDAHO describes the later Ukrainian Technical and Economic Institute, established on 12 November 1932 within the UEA's structure [A103-07]. This is an important later related event, rather than a synonym for the UEA's foundation. Likewise, the names “Ukrainian polytechnic” and “Ukrainian Economic Academy” require dated standardisation. The public narrative may show the evolution of Ukrainian professional education in Poděbrady, but without declaring legal succession that the sources have not confirmed.
