SUPE congresses in Prague (1930–1931)
СУПЕ у Празі: перший з’їзд 1930 року та другий установчий з’їзд 1931-го · SUPÉ v Praze: první sjezd roku 1930 a druhý ustavující sjezd roku 1931 · 1925–1934
Essence
R0105 addresses conflicting classifications of the founding congresses of the Union of Ukrainian Émigré Plast Scouts (SUPÉ), whose institution is already catalogued separately as R0048. A Plast historical account reports the first Prague congress on 2 November 1930 and the second on 7 June 1931. An academic study also calls the 1931 gathering a constituent congress of a legally constituted organization, whereas accounts of the 1930 congress describe the adoption of statutes then. Without original minutes, the dates and terminologies must coexist as distinct event records under editorial review. Neither the legal registration date nor the exact historic meeting venue has been authenticated.

Two congresses and the meaning of “founding”
The base register calls R0105 “SUPE: founding congress in Prague” and gives the period as 1931. Research found that the “first congress” in a Plast historical account was held on 2 November 1930, while the gathering of 7 June 1931 is called the second congress [P105-01]. An academic article calls the 1931 meeting “founding” [P105-02]. Both descriptions must be retained so that a visual calendar does not automatically declare 1931 the first or only moment of establishment.
The emigrant Plast network before 1930
Ukrainian scout groups and units emerged in interwar Czechoslovakia before the union serving the wider emigrant community was formalised. Historical surveys connect them with Prague and Řevnice and with Ukrainian centres outside Czechoslovakia [P105-01; P105-02]. The scout movement as a social process, individual centres and the constituted SUPE organisation must be distinguished. Historical units do not make today's Plast legal entity in Czechia automatically identical to SUPE.
October 1930: preliminary organisation
One academic work dates the union's establishment by a decision of the Plast leadership to 28 October 1930 [P105-08]. A library description of 1930 files in Ukraine's Central State Archives of Supreme Bodies of Power and Government (TsDAVO) lists “News and a draft statute of the union of Ukrainian emigrant scouts” [P105-06]. These materials indicate preparatory and organisational work, but do not automatically establish this day as the date of registration in Czechoslovak state registers. The original archival file has not yet been ordered.
The first congress on 2 November 1930
The Plast historical account states that eleven units were represented at the congress on 2 November 1930, a statute was adopted and a leader elected [P105-01]. A researcher must check the actual minutes and the adopted text's status; adopting an internal statute is not state registration. The record contains a separate event with subtype=first_congress, a date precise to the day and links to specific sources.
June 1931: second and/or founding congress
The date 7 June 1931 appears in two descriptions: the historical account calls it the second congress, while the academic text calls it the founding congress of an independent, legal, constituted organisation [P105-01; P105-02]. Without the original minutes and registration decision, it is unclear whether “founding” refers to a legal phase or a retrospective classification. The CMS assigns this uncertainty issue severity=CRITICAL, retaining both dates rather than one “corrected” date.
The stated goals of education and representation
According to the historical description, SUPE sought to coordinate Ukrainian scouts in exile, support educational practices, represent the community and connect individual units [P105-01; P105-03]. This helps explain the congresses' organisational significance. However, “apolitical” in later descriptions is the movement's self-characterisation; it must not become a judgement about every participant's political views.
The international dimension in 1931
A separate stage in Ukrainian scouts' public presence is associated with participation in a Slavic scout gathering in Prague in summer 1931 [P105-02]. This international event is distinct from SUPE's second congress and cannot replace its date. The event graph should use participated_in_external_event, rather than an identity such as congress_same_as_jamboree. Delegate numbers and programmes should not be published until contemporary announcements and lists are checked.
Subsequent general congresses in 1931–1934
The Plast account describes the third general congress on 22 November 1931 [P105-01]. The 1934 Plastovi Visti mentions the sixth general congress in Prague [P105-04]. The numbering may clarify the discrepancy concerning the founding congress, but an evidence-based conclusion requires continuous comparison of minutes from 1930 to 1934, rather than counting from two search excerpts.
