Significance
Petr Fiala headed the Czech government from 28 November 2021 to 15 December 2025, that is, throughout the first period of the full-scale war. [FIA01; FIA02] His government put support for Ukraine — military and political — at the centre of foreign policy, and one of its best-known results was the ammunition initiative. [FIA02; FIA04]
Life and career
Fiala was born on 1 September 1964 in Brno. He studied Czech language, literature and history at the Faculty of Arts of Masaryk University (1983–1988) and also earned an LL.M. in commercial law; he habilitated at Charles University in 1996 and in 2002 became the first professor of political science in Czechia. [FIA01] He was rector of Masaryk University (2004–2011), Minister of Education, Youth and Sports (2012–2013) and chairman of the ODS party (18 January 2014 – 17 January 2026). [FIA01]
In October 2025 he announced that he would not seek re-election as ODS leader; in the 2025 election the Spolu alliance he led finished second with 23% of the vote and lost its majority. [FIA02]
Link with Ukraine
On 15 March 2022 Fiala travelled by train to Kyiv with Polish Prime Minister Mateusz Morawiecki (and Deputy Prime Minister Jarosław Kaczyński) and Slovenian Prime Minister Janez Janša and met Zelenskyy and Prime Minister Shmyhal; English Wikipedia calls it the first visit by foreign leaders to Kyiv since the invasion began. [FIA01; FIA02; FIA06] In 2022 Zelenskyy awarded him the Order of Prince Yaroslav the Wise; according to ČTK, Fiala was the first Czech to receive this award at the highest degree (October 2022). [FIA01; FIA05]
English Wikipedia writes that on 26 February 2024, at an emergency summit in Paris, Fiala proposed buying 500,000 rounds of artillery ammunition abroad for Ukraine — after France had blocked the first proposal in the European Council. [FIA02] On 15 April 2024, in a Financial Times article, he reported that 180,000 of 300,000 rounds were contracted and called the situation in Ukraine "critical". [FIA03] On 12 December 2025, already as an outgoing prime minister, he reported that 1.5 million rounds had been delivered through the initiative in 2024 and 1.8 million in 2025, and called it important for Czechia's prestige. [FIA04] For more on the initiative see the separate dossier (N0033).
