Czech ammunition initiative

Муніційна ініціатива (Muniční iniciativa) · Muniční iniciativa · 2024–2026

Essence

The ammunition initiative is a project that Czechia has coordinated since February 2024: the Czech side finds and buys artillery shells outside Europe, and other states pay for them (notably the Netherlands, Denmark, Canada and Norway). According to Prime Minister Petr Fiala, Ukraine received 1.5 million shells through the initiative in 2024 and 1.8 million in 2025. In January 2026 the government of Andrej Babiš announced that the initiative would continue without money from the Czech budget, and President Petr Pavel called it the source of more than 50% of Ukraine's heavy ammunition.

Significance

The ammunition initiative is the best-known example of Czech involvement in supplying the Ukrainian army with ammunition: Czechia acts as coordinator of purchases in third countries and donor states pay for them. [MUN03; MUN04] In January 2026 President Petr Pavel said it provides more than 50% of the heavy ammunition for the Ukrainian army. [MUN05]

Origins and development

According to the Kyiv Independent, in February 2024 President Pavel announced that Czechia had found 500,000 155 mm and 300,000 122 mm shells outside Europe that could be bought for Ukraine once funds were allocated; the initiative arose against the background of a shell shortage in Ukraine. [MUN01; MUN02] On 15 April 2024 Prime Minister Petr Fiala wrote in the Financial Times that 180,000 of 300,000 rounds were contracted, and named participants — Belgium, the Netherlands, Germany, Sweden, Canada, Poland, France, Denmark and others. [MUN01]

In 2024, according to Fiala and Defence Minister Jana Černochová, Czechia supplied 1.5 million rounds of various calibres. [MUN02; MUN03] On 4 May 2025 Pavel said that by the end of the year there would be up to 1.8 million (300,000 more than announced earlier) and that the shell ratio had improved from 1 to 10 in Russia's favour to 1 to 2; funds were provided by, among others, Canada, Norway, the Netherlands and Denmark. [MUN02] On 27 April 2025 Ukraine received 400,000 large-calibre rounds. [MUN02] On 12 December 2025 Fiala reported that 1.8 million rounds had been delivered in 2025. [MUN03]

Political dispute and 2026

Andrej Babiš and the ANO movement criticised the initiative before the election, talking about cancelling it, handing it to NATO or at least auditing it. [MUN03; MUN04] On 6 January 2026, after a meeting of the "coalition of the willing" in Paris, Prime Minister Babiš announced that Czechia would not cancel the initiative but that no money of Czech citizens would be invested in it, and that it must work "transparently and without corruption"; Czechia remains coordinator, working mainly with the Netherlands and Denmark. [MUN04] According to former foreign minister Jan Lipavský, donors contributed about CZK 100 billion and the Czech state CZK 2–3 billion. [MUN04]

On 16 January 2026 in Kyiv Pavel said the initiative provides "over 50 percent" of large-calibre ammunition for the Ukrainian army and will stay at last year's level this year; Zelenskyy welcomed that it continues under the new government and urged Czech companies to expand cooperation with Ukrainian manufacturers. [MUN05; MUN06]

Discrepancies in sources

Who is the initiator: the Kyiv Independent attributes the announcement to Pavel (February 2024), while ČT24 writes that the initiative was "proposed in February 2024 by then Prime Minister Fiala"; both roles — the president's (finding and announcing) and the prime minister's (negotiation and funding) — are given, but the exact division of credit is disputed. The volume for 2024: 1.5 million according to Fiala and Černochová. Czech state money: Lipavský gives CZK 2–3 billion, other calculations were not checked; Babiš's statement on not funding concerns 2026. [MUN01; MUN02; MUN03; MUN04]

The figures "over 50%" and "CZK 100 billion" are politicians' words, not an audit; no independent check was made. No reliable Wikidata entry was found for the project. [MUN03; MUN04; MUN05]
