Significance

Petr Pavel has been President of the Czech Republic since 9 March 2023. He is a retired army general who previously headed the Czech General Staff and the NATO Military Committee. [PAV09; PAV10] For this site he matters as a head of state who supports Ukraine openly and consistently: he was the first foreign president to come to eastern Ukraine after the invasion, announced the Czech ammunition initiative and has visited Ukraine three times. [PAV13; PAV14; PAV03]

Life and military career

Pavel was born on 1 November 1961 in Planá near Mariánské Lázně. [PAV10; PAV01] He studied at the Jan Žižka of Trocnov Military Grammar School in Opava (1975–1979) and then at the Military College of Ground Forces in Vyškov (1979–1983). [PAV01; PAV02] From 1983 to 1988 he served with the 22nd Special Purpose Airborne Regiment in Prostějov. [PAV01]

In 1992–1993 he was operations officer of the Czechoslovak battalion of the UN peace force (UNPROFOR) in the former Yugoslavia. [PAV10; PAV01] In 2005–2006 he studied at King's College London. [PAV01] He became a brigadier general in 2002, a major general in 2010, a lieutenant general in 2012 and an army general in 2014. [PAV09; PAV01]

From 1 July 2012 to 30 April 2015 Pavel headed the General Staff of the Czech Armed Forces, and from 26 June 2015 to 29 June 2018 the NATO Military Committee. [PAV09; PAV10] Both Wikipedias call him the first chair of that body from a former Warsaw Pact country; NATO's official biography does not say so. [PAV01; PAV02] His military service, begun in 1983, ended in 2018. [PAV01]

Presidency

In the first round of the presidential election on 13–14 January 2023 Pavel won 1,975,056 votes (35.40%), and in the second round on 28 January 3,359,151 votes (58.32%) against 2,400,046 (41.67%) for Andrej Babiš. [PAV11] He was sworn in on 9 March 2023, succeeding Miloš Zeman. [PAV01; PAV02]

The Ukrainian link

According to Czech Wikipedia, already in March 2022, before his election, Pavel took part in a rally in support of Ukraine in Brno. [PAV01] He made his first trip to Ukraine as president on 28–29 April 2023 with Slovak President Zuzana Čaputová: Irpin, Borodianka, Bucha, talks with Zelenskyy, parliament speaker Ruslan Stefanchuk and Crimean Tatar leaders Mustafa Dzhemilev and Refat Chubarov. [PAV06] In Bucha he said it should be a warning to everyone, and about Ukraine's membership of the EU and NATO that Ukraine "fully deserves" it. [PAV06] On 29 April Pavel was in Dnipro; according to the Castle spokesperson, he became the first foreign president in eastern Ukraine since the invasion began. [PAV13] On 10 May 2023 he said Ukraine could have Czech L-159 jets. [PAV15]

On 17 February 2024, at the Munich Security Conference, Pavel announced that Czechia had found about 800,000 shells abroad for Ukraine that could be bought with allies' money; this was the start of the Czech ammunition initiative. [PAV14] On 4 May 2025, during Zelenskyy's visit to Prague, he said the initiative would deliver up to 1.8 million shells by the end of the year and that the shell ratio at the front had changed from 1:10 in Russia's favour to 1:2. [PAV05]

The second visit took place on 20–21 March 2025: in Odesa Pavel met the heads of the Odesa, Mykolaiv and Kherson regions, in Moshchun he honoured fallen soldiers together with Zelenskyy, and in Kyiv he signed a strategic partnership declaration with him, held talks with Prime Minister Denys Shmyhal and visited the Okhmatdyt hospital and the Vernadsky Library. [PAV12]

In August 2025, for Ukraine's Independence Day, the president of Ukraine awarded Pavel the Order of Prince Yaroslav the Wise; according to ČTK, of the highest class. [PAV17; PAV03] Pavel received the order on 16 January 2026 during his third visit (Lviv, then Kyiv) and called it a surprise and a great honour. [PAV03; PAV04] He also said then that the ammunition initiative supplies more than 50% of large-calibre ammunition for the Ukrainian army, and met veterans supported by Czech charities. [PAV03; PAV04] According to ČTK, Pavel is the second Czech with this order of the highest class after Petr Fiala (October 2022). [PAV03]

Interests

NATO's official biography lists travel, motorcycling, photography and literature among his interests. [PAV10] Radio Prague describes him as a keen motorcyclist who kept riding after his election. [PAV07] On 23 May 2024 he was injured while riding a motorcycle on a closed off-road training circuit in Central Bohemia; he was examined at the Central Military Hospital and released the next day. [PAV16; PAV07] In 2025 he came to the Dakar Rally. [PAV18] English Wikipedia calls him a long-time fan of motorcycle and car racing. [PAV02] This dossier covers only publicly known interests; the president's private life is not described.

Disagreements between sources

Date of announcing his candidacy: Czech Wikipedia gives 6 September 2022, English Wikipedia 29 June 2022 (6 September was the official campaign launch). [PAV01; PAV02]

Dakar: Czech Wikipedia says 2024, but Seznam Zprávy reported his presence at the rally in January 2025. [PAV01; PAV18]

Order of Prince Yaroslav the Wise: ČTK calls Pavel the second Czech with this order of the highest class after Petr Fiala; the sources read contain no full list of Czech recipients, so this is given as ČTK's statement. [PAV03] The 2025 decree itself was not read. [PAV17]

Evidence coverage

Timeline claims assessed: 16 / 16. Claims with verified contradictions: 0.

The score measures coverage of timeline claims by verified sources, not the probability of historical truth. One independent source gives a claim 0.5 points; two or more give 1 point. A disputed claim receives 0. Unassessed claims remain in the denominator.
